Fiscal Analysis
The bill would require the Health and Human Services Commission (HHSC)
and the Department of Human Services (DHS) to evaluate nursing
facilities' Medicaid rate reimbursement methodology including the Texas
Index for Level of Effort (TILE) classification system. The bill would
also require a report on the evaluation to the Legislature not later
than December 1, 2002. The effective date would be September 1, 2001.
Methodology
HHSC and DHS indicate that an outside contractor would be needed to
conduct the evaluation.

No fiscal implication to units of local government is anticipated.
