Tillery, Chair, House Committee on Pensions & Investments FROM: John Keel, Director, Legislative Budget Board IN RE: HB1076 by Haggerty (relating to participation by employees and retired employees of community supervision and corrections departments in the uniform group insurance program for state employees.), Committee Report 1st House, Substituted ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact The bill would provide an option to community supervision and corrections departments (CSCDs) to participate in the state's Uniform Group Insurance Program (UGIP). The CSCDs would be responsible for paying 100 percent of the premium for an employee's or retiree's basic coverage and 50 percent of the premium for dependent coverage. CSCDs that are paying higher costs for insurance than they would under the state's UGIP would likely choose to participate in the state program and would experience a savings. The amount of the savings would vary by department, depending on the difference between their existing costs and the costs for UGIP. According to the Texas Probation Association, some CSCDs have experienced a 35 percent increase in insurance costs in the previous two years.
