Local Government Impact

The bill would add a provision for legislative leave time accounts for
police officers in a municipality with a population of one million or
more that has not adopted Chapter 174, Local Government Code (the Fire
and Police Employee Relations Act) and to which Section 143.1261, Local
Government Code (Chapter 143 is Municipal Civil Service) does not apply.
The bill would also set forth rules for the governance of legislative
leave time.

The Comptroller of Public Accounts and Legislative Budget Board staff
contacted the cities of Dallas and San Antonio. Officials in both
cities indicated there would be no or only minimal administrative costs
incurred as a result of the provisions of the bill.
