LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session February 22, 2001 TO: Honorable Irma Rangel, Chair, House Committee on Higher Education FROM: John Keel, Director, Legislative Budget Board IN RE: HB1130 by Rangel (Relating to the exemption of certain educational aides from the payment of tuition and fees at institutions of higher education.), Committee Report 1st House, Substituted ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** The Texas Higher Education Coordinating Board estimates that the number of participants in the program will double from 1,700 to 3,400, if the bill is passed. The General Appropriations Bill, as filed, includes a rider that increases the transfer from the Texas Education Agency to the Coordinating Board for this and other tuition credit programs. In the General Appropriations Bill, as filed, the Coordinating Board strategy related to the Educational Aide Program is increased from $1 million to $2 million a year to reflect the increase in the rider transfer. Therefore it is assumed the resulting increase in costs as a result of this bill are already provided for in the General Appropriations Bill, as filed. Local Government Impact School districts may realize additional costs to provide financial incentives to educational aides.
