The Texas Higher Education Coordinating Board estimates that the number
of participants in the program will double from 1,700 to 3,400, if the
bill is passed. The General Appropriations Bill, as filed, includes a
rider that increases the transfer from the Texas Education Agency to the
Coordinating Board for this and other tuition credit programs. In the
General Appropriations Bill, as filed, the Coordinating Board strategy
related to the Educational Aide Program is increased from $1 million to
$2 million a year to reflect the increase in the rider transfer.
Therefore it is assumed the resulting increase in costs as a result of
this bill are already provided for in the General Appropriations Bill,
as filed.
Local Government Impact
School districts may realize additional costs to provide financial
incentives to educational aides. However, no significant fiscal
implication to units of local government is anticipated.
