LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 77th Regular Session
April 9, 2001
TO: Honorable Rodney Ellis, Chair, Senate Committee on Finance
FROM: John Keel, Director, Legislative Budget Board
IN RE: HB1130 by Rangel (Relating to the exemption of certain
educational aides from the payment of tuition and fees at
institutions of higher education and to the employment
of those aides.), Committee Report 2nd House, as amended
**************************************************************************
* No fiscal implication to the State is anticipated. *
**************************************************************************
The Texas Higher Education Coordinating Board estimates that the number
of participants in the program will double from 1,700 to 3,400, if the
bill is passed. The General Appropriations Bill, as filed, includes a
rider that increases the transfer from the Texas Education Agency to the
Coordinating Board for this and other tuition credit programs. In the
General Appropriations Bill, as filed, the Coordinating Board strategy
related to the Educational Aide Program is increased from $1 million to
$2 million a year to reflect the increase in the rider transfer.
Therefore it is assumed the resulting increase in costs as a result of
this bill are already provided for in the General Appropriations Bill,
as filed.
Local Government Impact
No fiscal implication to units of local government is anticipated.
