LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 77th Regular Session
March 8, 2001
TO: Honorable Paul Sadler, Chair, House Committee on Public
Education
FROM: John Keel, Director, Legislative Budget Board
IN RE: HB1145 by Menendez (Relating to courses offered by a
public junior college for joint high school and junior
college credit.), As Introduced
**************************************************************************
* No significant fiscal implication to the State is anticipated. *
**************************************************************************
At least 25 public community colleges currently provide concurrent
enrollment to private and home school students, generating approximately
80,000 contact hours in Fall 2000 at a cost to general revenue of about
$300,000.
Enactment of this bill, legalizing current practice, should result in an
increase in students and contact hours at institutions currently engaged
in this practice, and at those institutions that limit concurrent
enrollment. to public school students.
The increase in enrollment, contact hours, and general revenue
expenditures should not be significant.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
Community college districts would realize tuition and fee revenues and
general revenue contact hour formula funding for the contact hours
generated by the additional enrollment effected by this provision.
