Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.

The bill directs counties and municipalities to regulate the location and
construction of sport shooting ranges.  Further, the bill would limit
the liability of persons who own, operate or use sport shooting ranges.
The bill does not limit liability for negligence or recklessness in the
operation or use of a sport shooting range.

The bill would take effect immediately if it receives the requisite
two-thirds majority vote in both houses of the Legislature.  Otherwise,
the bill would take effect September 1, 2001.
