March 12, 2001
TO: Honorable Pat Haggerty, Chair, House Committee on

Texas Department of Criminal Justice and to the
reduction of recidivism.), As Introduced

This cost estimate is based on the interpretation that the Texas
Department of Criminal Justice (TDCJ) would be able to limit
participation in treatment and educational programming based on current
program capacity. If it is the intent of the legislation that TDCJ
provide treatment and educational programming as needed to all inmates,
regardless of current program capacity, the fiscal implications to the
State would be significant.
Local Government Impact
No fiscal implication to units of local government is anticipated.
