The bill has no fiscal impact upon state or local government revenues
because oil or natural gas producers currently may purchase diesel fuel
tax-free at the proposed quantities by becoming dyed diesel fuel bonded
users.  Similarly, the increase in the per transaction limit proposed by
the bill would have no fiscal impact, because the proposed limit (7,400
gallons) would be below the current monthly limits of 10,000 gallons of
undyed or 25,000 gallons of dyed diesel fuel.
  
Local Government Impact
  
No fiscal implication to units of local government is anticipated.
