Provisions of the bill would apply only to annexations that are adopted on or after the effective date of the Act. The Act would take effect September 1, 2001. The Texas Comptroller of Public Accounts contacted the cities of Wichita Falls, Houston, and El Paso. Each of those cities presume there would be additional costs to the cities if another municipality were to challenge an annexation. The costs would be for legal fees, which could become significant.
