Local Government Impact
  
The bill would provide another municipality as an exception to the
presumption that all appropriate persons have given consent to a
municipal annexation. Provisions of the bill would apply only to
annexations that are adopted on or after the effective date of the Act.
The Act would take effect September 1, 2001.

The Texas Comptroller of Public Accounts contacted the cities of Wichita
Falls, Houston, and El Paso.  Each of those cities presume there would
be additional costs to the cities if another municipality were to
challenge an annexation. The costs would be for legal fees, which could
become significant.  If no challenges were to occur, there would be no
fiscal impact, according to the Texas Municipal League.
