The bill would amend the Penal Code by creating the offense of unlawful
possession of handgun by an underage person.  The offense would be
punishable as a Class A misdemeanor.  The bill would also amend the
offense of unlawful transfer of certain weapons.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
