Fiscal Analysis
The bill would appropriate the following amounts from the General Revenue
Fund for fiscal year 2001:
1) $1,000,000 to the Department of Health for Medicaid;
2) $45,000,000 to the Department of Health to offset a lower federal
Medicaid match rate and provide for increased Medicaid caseload and cost;
3) $74,600,000 to the Department of Criminal Justice for additional
capacity and payment to counties; and
4) $35,700,000 to the Department of Criminal Justice for salary
adjustments.
Methodology
The estimate assumes immediate effect. The $1 million Medicaid
appropriation would draw down $1,661,957 in additional federal aid. The
estimate assumes that the additional federal revenue would be received
in fiscal year 2002.
Local Government Impact
A portion of the appropriation to the Department of Criminal Justice
would be paid to counties housing state prisoners.
