The municipality and county, on or before September 1, 2002, would be required to enter into a written agreement that would identify which governmental entity would be authorized to regulate subdivision plats and approve related permits in the ETJ. Until an agreement is reached, the municipality would regulate plats and permits within the ETJ and the county would regulate the subdivisions outside the ETJ.
