The bill would amend the Penal Code by creating the offense of
paramilitary training to incite civil disorder.  The offense would be
punishable as a state jail felony.  The bill would also amend the
Government Code by making certain displays in public with firearms
punishable as a Class C misdemeanor.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
