Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.

The authorization in this bill is permissive.  School districts using
voter-approved general obligation bonds for school bus purchases may be
able to obtain less expensive financing than other alternatives.  School
districts may also incur certain debt issuance costs that otherwise
might not apply.  Because of the permissive nature of the bill, it is
expected that districts would be able to avoid costs if they so desire.
