Local Government Impact
  
Under current statute, counties are not authorized to prohibit or
regulate the keeping of certain wild animals by exhibitors licensed under
the Animal Welfare Act. The bill would remove that restriction and would
take effect immediately if it receives a vote of two-thirds of all
members of both houses or on September 1, 2001.  The Texas Association of
Counties provided input for local fiscal impact. The counties could
incur minimal costs to regulate and enforce statutes relating to keeping
wild animals.

No significant fiscal implication to units of local government is
anticipated.
