This bill would amend state law in order to comply with the federal
Adoption and Safe Families Act (ASFA) and recently adopted federal
regulations.  Modifications such as minor drafting changes in legal
forms can be accomplished within existing resources.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
