The bill would amend the Penal Code by making the murder of a
commissioned security officer punishable as a capital offense.  The bill
would also make the offense of aggravated assault against a commissioned
security officer punishable as a felony of the first degree.

Under current law and policy, the average time served in prison by
persons likely to be affected by the provisions of the bill is greater
than five years.  Therefore, no significant impact on demands on the
adult corrections agencies is anticipated during the first five years
following passage.
