LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session March 20, 2001 TO: Honorable Irma Rangel, Chair, House Committee on Higher Education FROM: John Keel, Director, Legislative Budget Board IN RE: HB1575 by Junell (Relating to student loan repayment assistance for certain dental hygienists.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** This bill authorizes a repayment program to repay education loans for certified and degreed dental hygienists incurred before and during degree or certification in dental hygiene, provided the dental hygienist is licensed and practices in an under-served area of Texas. The Texas Higher Education Coordinating Board (THECB) estimates that the program would cost $107,155 in 2002 and $60,925 in 2003. These amounts include $14,583 in fiscal year 2002 and $16,330 in fiscal year 2003 for the two percent tuition set-aside for universities, and $92,572 in fiscal year 2002 and $44,595 in fiscal year 2003 for administrative costs. These amounts would not significantly impact State appropriations. THECB also estimates that the two percent tuition set-aside for community colleges would equal $10,855 in fiscal year 2002 and $12,545 in fiscal year 2003. Based on the total amount of tuition set-asides, the estimated amount of annual loan repayment grants is $24,000 for fiscal year 2002 and $27,000 for fiscal year 2003.
