Texas Workers' Compensation Commission (TWCC) estimated a cost of
$656,000 for the biennium for establishing and enforcing quality review
measures. The State Office of Risk Management estimated a cost of
$233,673 for the biennium in increased Temporary Income Benefits paid to
injured state workers.

No fiscal implication to units of local government is anticipated.
