Local Government Impact
  
Local units of government could be negatively impacted by the bill if
they have facilities that are not in compliance with the stipulations of
the bill.  Units of local government could be found guilty of a criminal
offense and assessed a fine.  Civil damages and attorney's fees could
also be assessed against units of local government.  Fiscal significance
would vary depending upon the size of the county, municipality, or
district, the number of suits filed, and the number of facilities out of
compliance.
