Carter, Chair, House Committee on Urban Affairs FROM: John Keel, Director, Legislative Budget Board IN RE: HB1660 by Farrar (Relating to the fine or penalty for the violation of a rule, ordinance, or police regulation governing certain offenses in certain municipalities.), Committee Report 1st House, Substituted ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact The bill would amend Section 54.001(b), Local Government Code, to allow a municipality with a population of 1.9 million or more to charge a fine or penalty of not more than $2,000 for a violation of a rule, ordinance, or police regulation adopted by that municipality and that governs municipal beautification. Currently, Houston is the only municipality with a population of 1.9 million or more (2000 census). The City of Houston would experience a revenue gain of up to $2,000 per offense under the proposed statute. The total amount of revenue gain would vary depending on the number of violations committed, persons caught, and what level of fine would be levied within the $2,000 limit.
