Technology Impact
  
The agency estimates it would need two computers for the additional
staff.  The costs for the computers would be $4,224.
  
  
Fiscal Analysis
  
This bill would provide staff for the Texas Council for Purchasing from
People with Disabilities to carry out the council's duties and allow the
Council to establish an advisory committee.  The bill would require the
designation of a staff member by each state agency that purchases under
this program to ensure that the agency is in compliance, and reports all
purchases of products or services available from a central nonprofit
agency or community rehabilitation program, but purchased from another
business.
  
  
Methodology
  
Based on estimates from the Texas Council for Purchasing from People with
Disabilities and the General Services Commission, there would be the
need for two additional staff members (FTEs) at a cost of $102,499,
which would provide administration for council business.  It is also
estimated there would be additional operating expenses such as travel
which would cost $21,504 and start up costs of $8,620.  Costs are
supported by Appropriated Receipts.
  
  
Local Government Impact
  
No fiscal implication to units of local government is anticipated.
