Agency representatives shall serve in an advisory capacity only. The bill adds the Interagency Council on Early Childhood Intervention to the list of agencies that shall provide ex officio members. Section 114.004 is amended to provide that the council may employ staff and expend funds on staff salaries. The bill would repeal section 114.006 (c), Human Resource Code. Methodology Salary and benefits for one research specialist equal $42,317. This is the level of staff support at which the Department of Mental Health and Mental Retardation has supported the council in the past. Travel costs for the research specialist are $400 per year (two out of Austin meetings at $200 per meeting). Other operating costs are $500 per year. Equipment costs in the first year only is $3000. Travel expenses for public members is estimated at $6000 per year ($250 per meeting, four meetings per year, average of six members requiring travel). No travel expenses are included for ex officio members. Local Government Impact No fiscal implication to units of local government is anticipated.
