The bill would amend the Transportation Code to create a special license
plate for passenger cars and light trucks that bear the words "Still
Serving America,"  and the emblem of the American Legion. The bill would
require the Texas Department of Transportation (TxDOT) to design the
license plates in consultation with the American Legion, Department of
Texas and that the words "Still Serving America" be included on the
license plates.  The bill would require an annual registration fee of $18
in addition to any other registration fees.  The bill would require that
$8 from each fee collected be deposited in the State Highway Fund to
defray the costs of providing the plates and that all remaining proceeds
be deposited in the State Treasury to the credit of a newly-created
dedicated account in the General Revenue Fund.  The bill would also
require that funds deposited in the new dedicated account may only be
appropriated to the Texas Veterans Commission for the purpose of making
grants to the American Legion Endowment Fund for scholarships and youth
programs sponsored by the American Legion, Department of Texas.

No significant fiscal implication to the State is anticipated due to the
estimated number of license plates expected to be issued.

The bill would take effect immediately upon receiving a two-thirds
majority vote in both houses; otherwise, the bill would take effect
September 1, 2001.
