The bill prohibits institutions of higher education from basing an
admissions decision solely on applicant's standardized test score.  The
standardized test score may not be given more than a 20% weight in the
overall decision-making process.

No changes are to made in the number of persons selected by the
institutions.  Only the selection criteria are to be changed.
Therefore, no significant fiscal impact to general revenue is
anticipated.
