Local Government Impact
  
The bill would require voter approval in certain municipalities and
certain extraterritorial jurisdictions (ETJ) before changes in
ordinances or charters may be adopted that apply to the ETJ.  The
expense to the municipality would be for election costs.  Based on the
per registered voter costs from a sampling of cities and counties, the
average per registered voter cost is $0.91.
