LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session March 18, 2001 TO: Honorable Irma Rangel, Chair, House Committee on Higher Education FROM: John Keel, Director, Legislative Budget Board IN RE: HB2054 by Coleman (Relating to the mission of Texas Southern University.), As Introduced ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** The bill changes the stated mission of Texas Southern University It substitutes language designating it as a "statewide general purpose institution of higher education" for language requiring it to "provide other general academic and related programs" (in addition to being a special purpose institution of higher education for urban programming). The new language is recommended in the Priority Plan to Strengthen Education at Prairie View University and at Texas Southern University, based on the Recommendations of the Committee on Office for Civil Rights Issues for the Texas Higher Education Coordinating Board, October 2000 (the "Priority Plan"). Changing the mission statement of an institution does not affect the appropriation for that institution or the costs of operating the institution.
