               certain students at risk of dropping out of school.), As

The bill allows school districts to implement or contract with certain
providers to operate self-paced programs for students identified as at
risk of dropping out of school.  Although the bill directs that students
participating in such programs be  included in the computation of the
district's average daily attendance for funding purposes, the Texas
Education Agency indicates that there would be minimal fiscal impact to
the State.
  
Local Government Impact
  
If school districts are able to operate such programs for less cost per
pupil than traditional programs, they could realize savings without a
reduction in revenue.
