LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session May 4, 2001 TO: Honorable Royce West, Chair, Senate Committee on Jurisprudence FROM: John Keel, Director, Legislative Budget Board IN RE: HB2087 by Clark (Relating to civil liability for the manufacture of methamphetamine.), As Engrossed ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill would impose strict liability on a person who manufactures methamphetamine in violation of Section 481.112 of the Health and Safety Code, without regard to whether the person is convicted of the offense. The bill would take effect immediately upon a two-thirds vote of all members elected to each house or on September 1, 2001 if the bill does not receive the required two-thirds vote.
