The bill would impose strict liability on a person who manufactures
methamphetamine in violation of Section 481.112 of the Health and Safety
Code, without regard to whether the person is convicted of the offense.
The bill would take effect immediately upon a two-thirds vote of all
members elected to each house or on September 1, 2001 if the bill does
not receive the required two-thirds vote.
Local Government Impact
No fiscal implication to units of local government is anticipated.
