The bill adds a new section to the Insurance Code to create a new
category of specialty insurance agent license for persons who sell
insurance to fund contracts for prepaid funeral benefits.  The Texas
Department of Insurance estimates that only 320 of the funeral pre-need
agents would change to the new specialty license.  The amount of
additional revenue is not expected to be significant.
