               municipality of a moratorium on property development in

The bill would set forth procedures that municipalities must follow when
placing a moratorium on property development.  A municipality would be
required to conduct public hearings, publish notice of the hearings, and
issue written findings to justify the moratorium.  If a municipality
wanted to extend the moratorium past the 120 days allowed in the
proposed statute, another public hearing and written findings would be
required.  Procedures would also be required to permit landowners to
apply for waivers.

No significant fiscal implication to units of local government is
