The bill would also require that an outstanding balance be put into an account to be used for the next governor for a day or speaker's reunion day ceremony or distribute the balance to charity. The bill is effective immediately if it receives a vote of two-thirds of all members, or if failing to receive two-thirds of the vote, the bill is effective September 1, 2001.
