Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated. This bill would potentially impact political subdivisions
due to the broader authority that would be allowed in the bill
pertaining to the aggregation, purchase, and sale of energy and natural
gas, which includes provision of related education and information
services.  This bill would further potentially impact political
subdivisions with new authority to sell electricity as retail electric
providers if they seek and receive authority to do so from the Public
Utility Commission.
