Local Government Impact
  
The bill would revise the planning and related procedures, including
additional public hearings and posted notices, that a municipality must
follow prior to annexing an area into the municipality.  According to a
sampling of cities, the additional requirements would result in a
significant increase in costs associated with annexation.  An official
from the city of Lufkin estimated the increased cost for their city
(population 33,253) would be $25,000.  Increased costs would vary by
municipality that would make annexation plans.
