motor fuel without paying for the fuel; providing

This bill might potentially lead to an increase in revenue from
individuals applying for reinstatement of their driver's license.
However, the Department of Public Safety reports that information from
the Texas Petroleum Marketers and Convenient Store Association indicates
that the actual number of second or subsequent convictions that trigger
the suspension of the driver's license would be minimal.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
