The bill would abolish the Polygraph Examiners Board (PEB) and transfer
the regulation of polygraph Examinations to the Texas Commission on
Private Security (TCPS) effective December 1, 2001. The bill would
transfer PEB's appropriations to TCPS. The bill would take effect
immediately upon a two-thirds vote of all members elected to each house,
otherwise the bill would take effect on September 1, 2001.

There would be no savings during the 2002-03 biennium due to the transfer
of appropriation from PEB to TCPS. In future years, it is estimated
based on past expenditures that a savings of approximately $5,000 each
year would occur due to the disappearance of travel costs for PEB board
members.

Local Government Impact

No fiscal implication to units of local government is anticipated.
