               program for faculty members at public institutions of

The bill requires institutions of higher education to adopt a minimum
five day personal leave program for faculty members.  Any unused personal
leave under this program could not be carried forward from one academic
year to the next.

Institutions are assumed to absorb the costs of the additional leave.
The University of Houston and the Texas State University Systems each
estimate these institutional costs to be approximately $2.5 million per
year.  Other institutions and systems are likely to incur similar costs.
