Fiscal Analysis
  
The bill would require the Department of Public Safety (DPS) to issue a
receipt for a completed voter registration application in the same manner
as provided for volunteer deputy registrars.

The bill would take effect September 1, 2001.
  
  
Methodology
  
DPS estimates that 880 hours of contract programming time would be
required to make modifications to the Driver License and Distributed
Driver License systems.  The total cost of this programming would be
$105,600 in fiscal year 2002.

DPS estimates that the additional printing of the triplicate receipt
would wear on the existing printers in the driver license field offices
and would necessitate replacing the current printers.  It is estimated
that these printers would have to be replaced over the first three years
of the implementation costing $239,542 annually during fiscal years
2002-04.

When the voter registration application receipt is received by DPS it
would need to be microfilmed.  The annual cost of microfilming these
registration receipts is estimated to be $20,222.

Finally, the agency estimates that implementing the provisions of this
bill would require eight additional personnel to maintain the current
level of service in the driver license field offices.  The cost for the
eight additional personnel are not reflected in this fiscal note because
the bill would not mandate that DPS administer the bill's provisions
while maintaining current service times.  However, providing for the
eight additional personnel would cost $249,961 for salaries, benefits
and operating expenses.
  
  
Local Government Impact
  
No significant fiscal implication to units of local government is
