The bill would authorize counties and municipalities to receive
competitive bids or proposals through the Internet or by other
electronic means if the agency implements security measures that ensure
bids are not viewed by unauthorized persons or tampered with and remain
effectively unopened until the proper time. The provisions of the bill
would also authorize a municipality with a population of 25,000 or more
and a county with a population of 400,000 or more to post notice of bid
requests on the county's or municipality's Internet website, in addition
to the requirement to post notice in the newspaper.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
