Local Government Impact
  
The bill would require that a subsequent vote on a referendum for a rail
plan in certain metropolitan rapid transit authorities must be held at
the general election in November of an even-numbered year.  Under current
law, such subsequent elections may not be held less than a year after
the previously held election. By combining the referendum with the
general election, the transit authority would save the cost of holding a
special election.

No significant fiscal implication to units of local government is
