LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session April 2, 2001 TO: Honorable Paul Sadler, Chair, House Committee on Public Education FROM: John Keel, Director, Legislative Budget Board IN RE: HB2452 by Hochberg (Relating to the establishment of a medical board for University Interscholastic League athletic competitions.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill establishes a University Interscholastic League Medical Board (UILMB) composed of four physicians and one athletic trainer. University Interscholastic League (UIL) rules impacting the health of students would not be effective unless approved by the UILMB. The UILMB would have rulemaking authority (subject to approval by the commissioner of education) and be required to adopt a uniform medical policy applicable to all students, campuses and districts participating in UIL athletic competitions. Entities violating the UILMB rules would be suspended from UIL athletic competitions for a period determined by the commissioner. Local Government Impact No significant fiscal implication to units of local government is anticipated.
