LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session March 30, 2001 TO: Honorable Steven Wolens, Chair, House Committee on State Affairs FROM: John Keel, Director, Legislative Budget Board IN RE: HB2506 by Danburg (Relating to the authority of local governments to purchase electricity and energy services on behalf of citizens.), As Introduced ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** The bill would require that an election to approve that authorization be held by a political subdivision that adopts an ordinance or resolution specifying that aggregation of electricity and energy services be purchased on behalf of the citizens of the political subdivision. If approved, the political subdivision would be required to mail a notice of automatic enrollment for services to the citizens that provides them an opportunity to decline participation. Local Government Impact Political subdivisions would incur the costs of an election. Based on per registered voter costs from a sampling of cities and counties, the average cost per registered voter is $0.91.
