The bill would require PRS to award grants or enter into contracts with community-based organizations experienced in parenting skills training. The bill would take effect September 1, 2001, require PRS to report to the Legislature on the effectiveness of the pilot program not later than December 1, 2002, and expire September 1, 2003. Methodology It is assumed PRS would award grants or enter into contracts with community-based organizations to provide child-care intervention services in three regions of the state from December 2001 through November 2002. The average monthly cost per community-based grant or contract would be $6,000. The agency would spend an additional $25,000 for curriculum development in FY 2002 and $30,000 for program evaluation in FY 2003. The pilot project would not extend beyond the due date for the report to the Legislature and no federal funds would be available to support this activity.
