The bill would amend the Civil Practice and Remedies Code to provide that
a judgment debtor shall prepare a recordable release of the judgment
except that if the judgment creditor refuses to accept payment, the
clerk of the court shall issue a recordable release of judgment. If
the judgment creditor refuses to execute a release the court may set the
matter for hearing.

No significant fiscal implication to units of local government is
anticipated.
