Technology Impact
$350,000 for development of online forms for the agencies that do not
have online forms or links from web pages to online systems.
Fiscal Analysis
The bill would require the Department of Information Resources, with the
cooperation of a number of named agencies to develop and operate an
online service to serve the start-up needs of new businesses in the
state allowing new businesses to complete forms, obtain permits and
receive other assistance online.
Methodology
According to the Department of Information Resources the $500,000 cost
for professional services is incurred as follows:
Professional Services to study the existing Common Permitting Application
and information required by the licensing/regulation agencies that may
require information for someone starting a new business. This would also
address existing rules and policies of agencies, requiring that certain
information, documents or signatures be required, that may be a barrier
to online submissions. Cost: $150,000.
Integration into the TexasOnline Portal and development of online web
forms and agency forms would also include development of secure SSL
links to the more than 20 agencies, and development of online forms for
the agencies that do not have online forms or links from web pages to
online systems. Cost $350,000.
Local Government Impact
No fiscal implication to units of local government is anticipated.
