LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 77th Regular Session
May 17, 2001
TO: Honorable James E. "Pete" Laney, Speaker of the House,
House of Representatives
FROM: John Keel, Director, Legislative Budget Board
IN RE: HB2602 by Coleman (Relating to indigent health care.),
As Passed 2nd House
**************************************************************************
* No significant fiscal implication to the State is anticipated. *
**************************************************************************
Under existing statute, the maximum income for patients participating in
the county indigent health care program (CIHCP) will be raised from 21%
to 25% of the Federal Poverty Income Level (FPIL) on January 1, 2002.
The bill would eliminate this change.
The implementation of the provisions of the bill would not likely result
in a reduction in state expenditures because state expenditures for the
CIHCP are currently below the levels authorized in statute.
The bill would also authorize the Texas Department of Health to allocate
an unspecified portion of the Tertiary Care Facility Program (TCFP)
funding toward the CIHCP.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
