Fiscal Analysis
The bill would require the Department of Health (TDH) to develop and
implement a dental care pilot program to provide dental services for
indigent residents in border-region counties selected by the department.
The bill would require the department to report on the cost-effectiveness
and other outcomes of the program. The bill would expire September 1,
2003.
Methodology
It is assumed TDH would experience a delay of 12 months for rulemaking
and to start up the program.
TDH would pattern the program after the Dental Public Health Fee for
Service Program and provide services to children ages one through 18 in
families at or below 185% of the Federal Poverty Level and not eligible
for Medicaid or CHIP. Services would be provided through contractors
based on a Request for Proposal process in border areas, with one
contractor per region.
Local Government Impact
No fiscal implication to units of local government is anticipated.
