The bill would require the Commission on Law Enforcement Officer Standards and Education (TCLEOSE) and the Bill Blackwood Law Enforcement Management Institute of Texas at Sam Houston State University to establish a comprehensive education and training program on asset forfeiture that would be part of the initial training and continuing education program for law enforcement personnel. Methodology TCLEOSE would incur costs associated with the development of the curriculum for the required training. Based on an estimated 12 hours of curriculum, requiring a projected 100 hours of developer time, TCLEOSE estimates a cost of $57,600 in fiscal year 2002 for personnel and related costs. Sam Houston State University estimates that the ongoing cost for providing the asset forfeiture education program will be $243,100 to cover the costs associated with 2.5 full-time equivalent employees to coordinate the new program and provide the training. Local Government Impact No significant fiscal implication to units of local government is anticipated.
